It's pretty hard to find some infos about that guy.
Lionel Williams is the leader of "Vinyl Williams", a noisy shoegaze / rock band from Salt Lake City. I think he's obviously a great designer too, crafting a beautiful visual style made with collages and based on old photographies, religious symbols and mystical themes which gives a strange universe in association with the special atmosphere of his music.
